Mashpee herring run permitting?

Any truth to the rumor that the Town of Mashpee will be instituting a paid permit system this year to take herring from the run? If it brings with it more consistent enforcement, I'm all for it. But enforcement has been almost non-existent there, at least in the recent past. People bitch and moan about the run's decline, but is it any wonder with the current "honor" system that perpetuates abuses such as poaching, walking in the run to herd the herring, etc?

there is something about herring that makes people think if one dozen is good, then 8 dozen is better. ever since the resurgence of the stripers, there is no honor left amongst fishermen when it comes time to gather herring.
if the mashpee changes are true then it is a good thing and hopefully something to build on. i'm a firm believer that no run in the state is safe to be left up to people's discretion anymore.
