I am new to fishing salt water and must tie a bunch of flies for the upcoming season, what would be the best (most productive) patterns to start with? I hope to be spending some time on the cape this spring/summer fishing for stripers and blues.

The usual suspects....
Streamers: Deceivers, Ray's Fly, Flat wings, Bunnies, etc.
Jigs: Clousers, Half n' Halfs
Poppers....
I Always have a few epoxies on hand also.

Hi EddieE,
I would suggest you tie a selection of Deceivers (white, yellow,black - 1, 1/0, 3/0) and Flashtail Clousers (white/yellow,white/gray, white/chartreuse - 1, 1/0) in a variety of lengths and widths. You don't NEED 20 different patterns to represent the same baitfish.
If you are going to fish the surf, are trying to imitate large baitfish or are targetting BIG fish try the Buffy series of flies at:

For spring and early summer, Ray's flys, chartreuse and white clousers, small white decievers with green flash and grizzly hackle on sides, very small snake flys. all tied very sparse. For summer, long brown and white clousers with copper flash, small epoxy minnows, baby bunkers. For fall, red and white seaducers, white whistlers, green decievers, big.
Try to do most of your fishing with a dead drift in a rip.
I'm sure everyone is different, but this is what I've found to work best for me.

I THINK THE TWISSLER TIED BY ME WORKS THE BEST, ITS ONLY
A VERY LARGE BONEFISH FLY USED TO CATCH STRIPERS AND BLUES
FALSE ALBACORE AND BONITO.THE RECIPE FOR TYING THIS FLY GOES
LIKE THIS;
HOOK= TIEMCO 1/0 TO 4/0
INSTALL BARBELL EYES TO TOP OF HOOK APPROX. 3/8 OF AN INCH
BACK FROM THE HOOKEYE.
BODY= WRAP FROM BARBELL EYES TO BEND OF HOOK WITH BILL'S
BODY BRAID GIVING THE FLY A SUGGESTION OF A BELLY.
WING= TYE IN WHITE BUCKTAIL ON THE OPPISITE SIDE OF THE HOOK
JUST IN BACK OF THE HOOKEYE, ON TOP OF THE BUCKTAIL SIX STRANDS OF PEARLESENT FLASHABOW THEN YELLOW BUCKTAIL APPROX.
TEN HAIRS ON TOP OF THAT TWENTY HAIRS OF OLIVE BUCKTAIL TOPPED OFF WITH GOLD ANGEL HAIR.TYE THIS FLY SPARSE.
