Culebra Island

Has anyone ever fished Culbera Island off Puerto Rico? And if so are there wading options for bonefish or does one need a skiff?

I've looked into this island a couple times over the years. Years back, i read an article and the author raved about all the excellent wading opportunities for big bones.
But, i've just never been able to come up with any first hand, relaible reports.
On a different note. A friend of mine who is from Puerto Rico said Culebra is simply lovely, quiet, and safe. But, this guy doesn't fish so he couldn't help there.
