Oregon Inlet/ Outer Banks Spanish Macks???

1. I am headed down there (Nags Head area) in 2 weeks, June 28th -July 5th. I am hoping for cooler weather because I want Spanish macks to be in. Any suggestions where I might find them, either from shore or Kayak range (2-3 miles or so off shore, but I am flexible and will go more if needed)?

Any suggestions for a fly/light tackle guide in that area?
