open the EEZ to all users by settin out

I fell that the state of nj is the most corupt state on the coast . The eez should be open to all not just one user group, If there is a lawer could you tell me if this has any ground for a discrimanion case.

i am no lawyer and would really enjoy sueing the great state of new jersey for there one sided views on the big issue of stripers but i dont think thats possible because of magnusen steven act. it was explained to me that way by others but would someone that knows explain it better, :confused: :confused: :confused:
