Came across these links on another site. Why bycatch must be dumped before hitting port is beyond me. A layman's view but I would set regional/national quotas for species (both saleable & bycatch combined) and shut down the fishery once the quota was met. Help the fishermen work towards a 100% saleable catch. Bycatch should be sold/donated/repurposed/exported/whatever and the proceeds/savings should go towards finding ways of reducing bycatch (improving sales for fishermen) and getting more accurate catch numbers, helping to better maintain/rebuild species. Wasting fish is moronic and should be outlawed.
