For years I have watch this scene play out. Why is it, in the summer up north your can take a few a day. But come the winter the quota is gone or nearly non-existent!

I'm sure some commercials would argue the fish have a higher value during the summer when the fat content is much higher, but it does not seem like they are managing the fishery very well when anglers in one area do not have an opportunity to fish because the quota was used up in another area.

The problem would be that not only are the fish highly migratory, but so are the fishermen. The go where the bite is on, so obviously assigning a quota to one state vs. another might have some problems. I'm interested to hear what Venture and CMP have to say on the issue...
