The philosophy of whole river management sounds great, but what have they done with the money they have been collecting for so many years already? The next thing you know they will say it is for the children and the legacy we must leave behind for them. Typical lines heard before a few more of the dollars disappear from your pocket.

Does the money for this go into a general fund that is subsequently dispersed to the areas of greatest need as determined by politicians? It sounds Feinsteinian to me.
