I post a link to that report every Friday. I used to actually get the reports from the hatcheries, before the state started posting them on their own. Been doing it since 1996.
I actually wouldn't mind if someone else wanted to take responsibility for posting that report when it updates on Fridays. Less for me to do...:brow

Quite dumb, although they smarten up a bit once the water warms to 60, but by then most of us are striper fishing. :brow
I'd try all you mentioned, plus wooly worms and wooly buggers in both dull and bright colors. Early on you want to move them slow and work a lot of areas because the trout are in low gear in the cold water and aren't inclined to rush to a fly unless it is right in front of them. A lot of guys swear by fluorocarbon leaders for stocked trout, although I haven't tried them.
Although to some it's cheating, I've found fan-casting hardware from shore works better in March than flies, although trolling streamers slowly is effective early.
Anyone heard the old yarn about getting hatchery fish to bite? Just throw a bunch of pebbles in the water. They'll think it's trout chow feeding time at the trough

I agree, hardware guys catch the most fish early on...They can cover the most water in the most amount of time and stockies go crazy over the metals...I use white flashy wooly buggers, and heavy sinking lines early and usually do very good. That's how I copy the hardware guys. Fish also usually stack up early, if you find them, you catch alot, that's why covering the most water is the key...
Later on when water warms, but before saltwater flats are warmed up, I keep fishing for trout. Pressure is limited and the fish go crazy over flies. This is when the wooly bugger guys will outfish any metal guy or the like that isn't trolling...
Fact of the matter remains though, if weather doesn't warm in April and get the fish moving, the only people who will be catching fish will be the powerbait guys. Kind of like last year, which I'm labeling as the worst fishing year in the last 5 for me. Mostly due to the weather...
As far as the throw pebbles idea, I used to spin deer hair on a hook. Then I trimmed it into a little ball. I would throw this to stockies in the streams in Norfolk county. Used to clean up on fish even well into the summer...Now I don't bother with those little streams, to boring and frustrating to deal with all the brush....
