--123-3 What Is The Safest And Comfortable Wading Clothing To Surf Or Flat Fish In? (flat Sneakers And Shorts, Breathable Waders And Wading Boots)
Here in the Northeast, for me at least, it's breathable waders and wading boots.
Sneakers are for basketball and tennis
Shorts are for much warmer water

 I grew up under the dogma that waders were an extreme danger for any saltwater fisherman in tidal water - as waders in rough tides=anchors. If you need the protection from the cold, use a wetsuit...
Otherwise I'd try a pair of flats boots (LL Bean has some decent ones cheap) with thin neoprene socks. Coupled with a pair of shorts, you're ready to swim or wade wherever you have too. If you want to stay dry, I know some guys that use breathables, but use one shoe size larger for quick outs if they go under.

Once water temps get above 65, I prefer flats booties and shorts. When the water is still cool or if there is wind I wear a windbreaker to keep the body core warm. I can cover way more ground with less energy expended when I leave the waders home...especially when fishing the surf. Warning though, if your wading above the waist for an extended period you can get a pretty good chill. I think it depends on the individual. I cast and move constantly so I stay relatively warm even when the water temps aren't.

...you also don't have to worry about drying out your waders from that rogue wave or the occasional mistep.

I use good, stout wading boots (watch them stingrays and sea urchins), and shorts.
