Bull Sharks Make Tarpon Study Problematic

Does anyone else wonder why the Tournaments and the "Conservationist Guides" continue to fish for Tarpon in Boca Grande Pass when just about every fish caught has been slaughtered by Bull and Hammerhead sharks?

My quess is the real issue between the Jig and Live Bait Guides is their pocketbooks, not conserving the species!!
