Hi Kolks: I want to start tying flies. Which vise is good in terms of price and versatility. (I don't want to spend more than 140 USD)

I had a couple of cheap vises before I got my Renzetti Traveler vise. It cost me about $130 quite a few years back. I think they are over $150 now but there is one selling on eBay right now and the bid was around $60. I am not a fanatical tier. I just tie what I need and it works well for me.

Look at Cabelas complete tool kits in the wooden box. Get the deluxe kit.
Look. It ain't Renzetti or Regal, but for an aspiring newbie, gives you e-thing you need for relative peanuts and the quality is surprisingly good for the price. <$50.
Avoid the kits wiht the materials included. The materials are often medium to poor quality and there is lots of stuff you will never use.
Figure out what kinds of flies you are making and order up your stuff accordingly.
Which brings us to the $64k question...What kinds of flies we talking?
Large Saltwater flies require a more robust vice but the aforemntioned will still work just fine.

Theres a vise that copies a regal vise in cabelas and I think I also saw it in bass pro shops, it costs something around 35 bucks. Those jaws can handle almost any hook securely and it is pretty good looking.
I also have Griffin odisey vise which looks great and has good jaws mostly for small flies. Either way both are 360 rotatory and bellow 150 bucks.

I think Dyna-king still has a lower end model that I use for both saltwater and freshwater patterns. i love the vise and have had zero problems over the years. there are some decent cheap vises out there, but if you end up sticking with it, you will want to upgrade. so if you know you will be in for the long haul, spend a little more now. also, i agree with another poster, do not bother with material kits, they generally throw together reject materials that you dont need.

dyna king has a vise called the kingfisher sell for 115 ech
along with a baracudda trecker junior that sells for 209 ech they can be found at www.hookhack.com and if you sing up for his email speacielsyou may be abel to get 20 percent of off either of these vises so 115-20%=92 dollars and the trecker is 209-20%=167.2 plus shiping this is how i got my regal putit this way i would never get a regal ever again but i almost bougt a dyna king trecker of this guy try it he may send it

Rollwithit hit it on the head with regal. You can file a hook while it is in jaws, and if you unscrew the brass knob you can get 10/0 hooks in it. Mine sits outside acouple weeks each year in the salty keys and still works fine.
