Jacob,
I fished Monterrey once from a boat. Lots of ling cod and rockfish dropping sluggos in holes in the kelp beds.
Look for jetties or piers and you will find some fish. California has lots of panfish around like barred surfperch (very popular fly fish in the surf). Also opaleye perch in rocky areas (green peas on #8 hooks!) peeling mussels off the rocks will catch you an interesting variety of fish (mostly perch). Expect small fish from shore and you will be happy.

They are all colder water fish and good to eat.

Try the opaleye. I wasn't kidding about catching them on green peas. They are good to eat and very common around the rocks. You can sometimes see them cruising.

You have to go to the aquarium there. The tuna tank is a must see for any angler.
