Trout Stockings

I've heard from a number of fishermen that because of budget constraints the State will only be stocking 1/2 of the numbers of fish it stocked last year. I know there is over 15 million dolars in the account but only 7 million was appropriated. Is Mitt allready effecting our outdoor experiences or is something else to blame.
