My friend was there withhis wife a couple of yreasr's ago and he used a guide a couple of times and whilt the bones were out ( aftr a tropical depression) he did get a lot of crevallies and small tarpon.
But he said he could fish on his own often around the shoreline and so on.
in my experience it is always best to get a guide, but i always bring my own leader and tippet material and a few bone flies, in grass and flat/sand bottom colours because you never what a guide may have.
boca paila is about 1-1.5 hr south. it's a first class bonefishing lodge. you may also have shots at permit and tarpon, depending on conditions and season. you can easily do a day trip.
you may find some wadeable bonefish flats in PDC and along any of the 'coves' further south. you just need to beat the crowds into the water.
if you need an early family trip, try oscar y lolas about 1/2 hour south...they have a good bonefish flat and then again on the n side of soliman bay
good luck!
