need help

Ok, I am there in the middle of the ocean, north of the Cortez sea, on the east side, in front of a little town called “El Desemboque” (30º 34’N 113º W) south of Puerto Peñasco. The day is great, we left early in the morning and there is no wind, no waves, the sky has very few clouds. We watched some fish feeding aggressively and approached to the area. Once that we arrived there we turn off the motor. So I say it again, I am there in the middle of the ocean and I see barriletes (Bullet mackerel) feeding around the boat, on small patches, 80 meters. I have an 8 wt. with a green/white 3” deceiver attached to a 40lbs shock tippet. And the question is: How can I get in range to cast to the fish???? If we turn on the motor, the fish flew away; we waited to the fish to get closer to the boat dead drifting but just twice have little splashes 20 feet with no fish hook on. Chummed the area? Were very few fish and tough to catch? Just, that is how fishing is? Please need a lot of advice.
