If you are going to be there anyway, and I presume you meant the Philippines, I'd give it a try. Assuming you are going to be flying into Manila, pop on down to Mindoro and see what you can find. The best way in that region to figure out what is swimming around is to go to a morning fish market and see what is on the tables.
Although I wouldn't rule out the possibility, fisheries management in RP is nonexistent and overfishing is rife. I've spent weeks fishing in the region and have always been pretty disappointed. They'd pretty much fished out that country even 20 years ago. Going to remote islands doesn't seem to add much advantage unfortunately.
Your best chance might be to hire a boat and hope to run across some skipjack offshore. I have found that pelagics occasionally escape the cyanide and nets that have eliminated most of the inshore fishing there.
Go with modest expectations and you might be ok.
