The fish a definitely in. I picked up a couple of dozen 20-24 inch fish this morning between 7 and 9 in Nubble Channel. Things quieted down at high tide.
I also got 8 on Friday morning in Quincy Bay and the fish were all hitting in 5-10 feet of water. Today saw more surface action but they were not very aggressive. A slow retrieve worked best and they often hit it on the drop.
