Another Tulum question!

Everyone here helped me out with my Eleuthera trip a couple of springs ago, so of course I need to ask a few questions about my next trip.
We rented a house in Soliman Bay just north of Tulum. We'll be there mid November. I've searched a lot of threads but I can't get a clear answer to a couple of questions,
Do I need a Mexican fishing license?
Can I fish the Biosphere, as long as I'm not keeping the fish?
I think thats it, The folks that rented the house to us e-mailed a few pics of bones they caught in front of the house! But boy do I like to explore, Thanks all.

I have typically fished with lodges in MX, so the license has been provided, but it is my understanding that you do need a license to fish in MX, even with a guide. There is a Sian Kaan license as well, that can be purchased ($2/day when I was last there) at the guard shack on the road to hell (road from Tulum to Punta Allen). The one time I did fish (offshore) on a friend's boat, I needed a license. I had good luck contacting the Oficina de Pesca in San Diego at this number:
