Serious Fungus

I have thousands of tiny hard shelled black spots all over my 22 ft boat. I've tried everything to remove these spots. I have a large list of cleaners and chemicals including: acetone, paint thinner, gasoline, MEK, rubbing compounds, boat bottom cleaners, bleach and a huge list of cleaners. Nothing works. I'm now using 1000 grit wet/dry sandpaper sanding wet, followed by an aggressive rubbing compound, a buffing compound and a good wax job. My boat is a 1990 I bought new that has seen years of California and Maryland sunshine and should have seen more wax.
Most articles I've read about artillery fungus deal with vinyl siding and cars. I had one responce that said he had to replace some of his vinyl siding because the siding was textured and couldn't be cleaned.
Keep you valuable toys away from wood chips. My chips were oak and pine.
