I'm tying a sand eel pattern with an E-Z Body head covered wtih epoxy.
The tubing is tied of at the hook eye. My question is how do I keep the rear end of the tubing from fraying so that I get a nice smooth finish when I epoxy over it?

hit it with a Bic lighter for a second...Too much and it will burn and roll up...

Many fly shops sell an "electric pencil". Battery operated with a fine wire heating element on the end, very controlable.

Capt. Smith is right on.
Just use a lighter to lightly singe the end of the tubing, this will seal the end enough so that it will not unravel.
I don't typically have unraveling issues with E-Z BODY unless I'm turning it completely inside out like a pair of socks. I will singe the end of the tubing prior to performing this and it solves the unraveling problem.

A brulée tourch works well too. You can easily control.

A Bic/ Zippo has all the heat you need.
