richie gaines is one of the best down there. you can ggogle him
there are several excellent guides that fish the flats. I have fished with Norm Bartlett a few times and can recommend him (if he is still guiding). I usually fish out of my boat there now that I know the areas fairly well.
You might want to save your money though. The flats, in my experience, do not fish well when the water is discolored and right now it is UGLY and the Susquehanna is at 116,000 cfs (the median value is 55,000cfs) in Harrisburg and looks like coffe and cream with tons of debris in it. In addition to that there is still alot of snow on the ground and it will be melting this week as temperatures are forcast to be in the 60's by the end of the week. All of that water is headed for the flats. Take a look at the satellite photo from yesterday and you can see what I mean. But you never know...

Norm is still guiding, saw him the other weekend at a booth at T.U. National capitol chapter show in Bethesda, other guides Capt's. Jeff Lewatowski, Gary Nietzy, and Mike Benjamin at Herbs Tackle (Northeast maryland) who always seems to find fish (don't know what Mikes fly guiding abilities are but you can always ask).
Just checked Conowingo Dam conditions on Sunday (In person) and water was high and muddy...Maybe some fish if weather holds steady this week.

Went over the river at the 95 bridge today...The water, as stated earlier, was an ugly shade of brown... I was also at the dam a week ago and there was ice across half the river and lots and lots of debris....

Thanks all. I have calls in to a few guides. Hope to get out on Saturday the 31st. Hoping for some warm, stable weather between now and then.
Ive been wanting to try this fishery for a while and am game to go unless the conditions just dont allow it.
