I'd like to get a light weight spinning rod & reel to bring along with me while I'm wading the Cape Cod flats. I frequetly see birds & breaking fish out of fly casting range, but within spinning reel casting range if I can make some quick presentations to them on the surface. Here's my shopping list:
-ROD: Looking for a fast action shorter rod w/ some meat to it that can handle smaller stripers & blues. Want 2 or probably more pieces so I can pre-rig it & so all I have to do is quickly assemble the sections, and then break it down just as quick to get back to fly fishing.
-REEL: Small & light as long as it can take braided line to make long casts w/out the stretch of mono for hookups. Must be durable enough to stand up to being immersed in the saltwater while wading. Has to have a decent drag for striper & bluefish runs.
Any suggestions would be appreciated. I'd like to not break the bank too much (especially on the reel) as the big bucks get invested in fly fishing tackle.

You'll never find a spinning reel that will stand up to consistent submergings. You'll also never become a better fly fisherman if you break out a spin pole every time the fish are a bit far. I used to fall into this trap with bonito and albies fishing from jetties. Be disciplined and you'll land way more stuff on fly. I can't even find a spinning reel I can keep in my boat with out it going to hell. Let alone one you drag around underwater...dof

I've done exactly this with the following setup:

LL bean 4 piece rod and a Shimano Spheros 4000 or 5000. It worked perfectly. Broken down, it fit along side my backpack with the butt in the "mesh pocket" on the side and the tops of the rod held in place with some of the cinching loops on the side.

I kept the rod rigged and broken down the whole time. Switch over took a minute or two.

Reel probably won't like getting dunked toooo many times, but they've been a workhorse for me so far.
