Thought maybe lack of feed (herring and mackerel stock problem) is drawing them closer to shore to feast on small stripers migrating at this time. Any thoughts?

They seem to be eating them more now because of a lack of other sources of food. They would much rather be eating something with more fat like herring, but will eat other stuff if they are hungry enough. But its nto a good sign IMO to see them eating stripers.

I work for a seafood importer in Boston. One of my customers came in a few weeks ago with a RI caught striper that had a 6 lb bluefish in his belly. I've never seen anything like it.
