I have read the HP rules and the way I read it, I could not use my boat on the Quabbin, my boat is a 16' aluminum boat with a max HP rating of 40hp, I have a 25hp 4 stroke on it.
My understanding is you can have a max of 25hp but it can only be half the max rated power for the boat. So am I correct that I could not use it on the Quabbin?

Sorry to say you are correct. Here are the regs. on motor size for the Quabbin.

Outboard Motor Size Limits

DCR rental boats are limited to 10 horsepower (hp) maximum.

TWO-STROKE ENGINES - Private boats with two-stroke engines are limited to one-half the Boating Industries of America (BIA) or Outboard Boating Council (OBC) hp rating of the boat up to a maximum of 20 hp.

FOUR-STROKE ENGINES - Private boats with four-stroke engines are limited to one-half the Boating Industries of America (BIA) or Outboard Boating Council (OBC) hp rating of the boat up to a maximum of 25 hp.

Private boats may use two motors provided the total combined horsepower does not exceed the horsepower limits above.

Combined four-stroke and two-stroke engines may not exceed 20 hp total.

25 horsepower two-stroke motors are not allowed.

That (1/2 max hp rating) has drove me nuts for years....there are SO many boats that do not qualify. It's like they looked over all the (old) boat catalogs and found that most nice little fishing boats (14' and many 16') were rated for under 40hp.
But what's the fun in being an 'authority' here in MA if you can't find that fine edge that annoys people!

My 16'er is also rated for a 40hp, powered by a 25hp. I have never been checked at Quabin and have fished there many times.

Well I sure wouldn't advertise that! Kind of like my 11yo. truck that has never had the 'big' inspection (yet I have to pay the outrageous $29 sticker cost, for a lesser inspection that before).

In the past, they would throughly inspect your boat and motor (taking the motor cover off, and checking the serial numbers, like you were public enemy #1).
It's good to know there a bunch of slackers (as usual in MA now)!
