HTML Off

When I try to add Bold or Italics or enter a web site, the buttons for the message editor don't work. I can put it the manually, same for web links or images. Any help would be appreciated.

At the bottom of my page, it says HTML off. I don't know if this is the problem.

Not sure what the problem is, after all I not the tech person here but hopefully the problems being worked on. I know one issue was fixed.
