gearing up

ok,
i"m looking to get a general set up for fishing from shore, surf/stagings/walls etc and possibly some inshore work over reeefs probably the main targets will be kingfish, small tuna and some japanese bass. I'll be buying a fly rod set up but i'm not sure what rating to get, thinking ten weight, but i dont want to overgun it.
would a ten weight outfit be ok or should i go lighter?
