Joppa Flats

Joppa was loaded with fish from 6 to 7:30am this morning. Unfortunately, I didn't have much in my tackle box that resembled what they were feeding on. Myself and a friend managed five fish between us, using Mackeral and poppers.
We must have seen at least 50 heavy swirls in the water as schools moved through but couldn't land any. This has happened to me before and I assume they were hitting crabs or worms, which we didn't have. Anyone have any luck?

I overslept and didn't get on the water until 6:30 we fished just outside the jetties and managed to catch six fish(23 tops)5 on flies 1 on a plastic shad.We went up around Joppa later and saw nothing going on.Sand eels were everywhere.I guess we should hawe tried Joppa first.

Randy and I fished Joppa Monday morning at the top of the tide. We also found large schools of boiling fish. We managed to catch a few using a small sparse deceiver with an epoxy head, using a slow long strip.
