I am a bit familiar with the area as I used to do some shad fishing there in years past. While the area is much improved I feel it is still a dangerous place. The roving kids on bikes would break your windows for a pack of smokes or loose change. There is a small element of the population that lives under the railroad bridge. If you have an older ~10hp engine that you can aford to bust a prop or lower unit then you may risk it. That part of the river is known for this. If I have not discouraged you so far then I might ask why do you want to fish this area? With a 16' Lund you want to either be on Joppa or the Essex River this time of year unless catfish is your game. In any case if you are still anxious to try below the dam be careful, wear a life jacket and be aware of your surroundings. good luck - John
