There are no lic requirements to worry about. Some travel guides suggest you get a fishing lic if you intend to fish there. I read the same thing ten years ago when we were there the first time, and when I looked into it, the laughed and replied, "go fishing, and enjoy yourself. Don't worry about a license."
I was told a lic "may" be required if you were planning on fishing commercially.
I've fished all over the BVI's, and I've never been asked for a license.
