The "Closed Area" isn't really closed. You just need an exemption letter to fish in there. The letter basically says that you cannot sell any ground fish commercially during a certain time period. All you have to do is write to NOAA and they will give you a letter of authorization to fish there. It has been someone inappropriately labeled as the "Closed Area" because it is closed to all groundfishing, except "Midwater" trawlers.
