I think the author of that article skimmed the JCAA letter a little too quickly The EEZ is far from being opened. The so called scoping meetings have just been completed and there are a number of steps still ahead, including a new round of public hearings. From what I have heard, most of the scoping meetings were attended mostly by those opposing the reopening. So there's a way to go there.
I also don't believe that the "quotas" were reduced. The NJ slot fish was replaced by a second 28" fish. That doesn't constitute a reduction for many NJ anglers, at least boat anglers. Thye've been seeing more 28"+ fish than slot fish. Maybe the beach anglers would be hurt however.
Maybe some knowledgeble NJ fishers should chime in. They're closer to the fishery than I am.
