Just a wild guess, but I suspect the founder of Energetech doesn't live near Pt. Judith .

wind mills would be less of a fishing impact and look pritty you need WIND to have waves

They must have done their home work but, dosen't cold moist air at high speed equall ice? With the winter weather in RI it should be interesting trying to keep the turbin from icing up.
Looks like it would be great for warmer climents.
