I think thew real question here is: what's the range of violations you'd call an EPO for? A kid with an 8" scup - probably not. A bucket of schoolies - this one's a tossup, in my view. A gillnet off Nobska - you bet! (Yes, that IS a problem. Go there at 3 am some weekday morning.) Given these folks' time's pretty scarce in summer, what are the relative priorities of offenses to go after? Where do you (we) draw the line in calling an EPO to prosecute a violation? This question might be hard for EPOs to answer, because admitting they won't prosecute an offense (ex. 8" scup) automatically condones that activity.
My own view is that any sort of netting or obviouslky illegal trapping device gets called in. A bucket of schoolies - maybe it I'm really mad at the guy. Anything below that, I won't bother the cops.
