I've had good luck with a sea anchor except on the windiest of days. It came from Sears about 10 years ago. In a shallow pond with enough rope out, it actually drags bottom. Gives a very slow drift. I have a "canoe" anchor which is a vynal covered 10 lb mushrom type which holds well. Swings in the wind though.
