Adam: Remember that what I said works for me. Doesn't mean it works all the time, or for everyone, but I have good results and have worked hard at trying to develop a technique for flyfishing for bonito. Of course that said, sometimes I revert to the exact opposite of what I normally do, and sometimes that works too! I think you hit the nail on the head with your comments about the inshore vs. offshore differences. While I don't think the bonito are targeting individual baitfish, they do tend to get the bait trapped against structure (sand bars, depressions, weedlines, rips, boulders) and slice through the bait en masse with their mouths wide open and at full throttle. I think this makes the difference as far as retrieve speed is concerned.
