Bunker Boat Moratorium - where to learn/write

Folks-

I followed this thread on the last board, perhaps not carefully enough, but I
believe I read some background on the issue; that the CT moratorium was expiring
in January; and a call to action to write letters etc.

But, I missed information on how to learn more about the issue and who to
direct letters to in hopes of extending the moratorium. Can someone clue me in?
