Hickory Shad??

Where I keep my boat in the Westport River there are little fish jumping every evening. They are about 14" long. They are not bass. They won't hit little bucktails or Kastmasters. They will hit, bit won't swallow very small silver jigs. I hear there are hickory shad around. Is that what these are?? If so, how do you catch them? My kids are excited by the jumping, but frustrated by no bites. If you catch them do you eat them? Do big bass eat 'em if you live line 'em. Thanks for the edufication.
