Strange fish on Block Island

Hi,
We were fishing for bonito and false albacore at the channel of great salt pond, block island and saw some almost exotic looking fish feeding on sand eals right on the shore. At first we thought they were bonito because of the vertical stripes on their sides but after a closer look they were obviously not bonito or albacore. They were shaped more like a permit, probably about 10 inches long and 6 inches in body height. Any idea what these fish might be? Another question: Where are all the bluefish this year?
The fishing wasn't as good as years past but over all we did very well.
Thanks
