Jay, I may be wrong, but those look like Cedar Trolling plugs for Tuna. Not for "casting" in the conventional
surf casting manner. I used to have bunches of 'em in my trolling days. You thread the wire with hook
through (single) center. This is still one of the most popular rigs. Japanees and west coasters seem
to love'em....
