I'm good friends with many of the guys who work there and fish there occasionally. Security opens the gates there at sunrise and close them at sunset. If you plan on fishing the discharge, it's best to get in line before they open. The limited discharge canal area fills up fast and is always crowded. I'm not much for shoulder to shoulder fishing, so I usually fish the jetties. I have done well there neanderthal fishing (aka: bait, bottom, beer) from the jetties and cannot ever remember being skunked. Glowing fish don't bother me........
A boat is best.
