I would begin by buying Eric Leisure's book, The Complete Book of Fly Tying. Read the early chapter on fly tying equipment before you buy anything else. It will give you the rundown on what you need, what you can do without, and what you can make at home yourself. Ditto to what others have said on the kits -- I've yet to see one that was worth buying.
