I used to live there some years ago when bass were scarce, and I believe the proper name is Bass Point, not Rocks. The actual point was a condo complex. Problem all over Nahant is parking. One alternative is a short distance away at the bottom of a street named Colby Way where you can walk out on the rocks and fish. If you got down Colby Way and take a left, there's a town park where you might get away with parking. To get the the general area, cross the causeway and take your first right and keep going. After exploring and finding out where you can fish, you could always park near the elementary school near the fire station and walk back.
