Question of Beach Access Rights in MA

Can anyone clarify this for me?

It's my understanding that here in MA the law states that a fisherman is allowed to be on any beach so long as he's below the high tide line (so, provided he can gain access to the beach -- another story -- he's got a legal right to be there).

But I know of at least a few places were this right doesn't seem to apply (the area just west of Squibnocket -- Jackie O. territory -- is one). In these places local police seem to back landowners' claims that it's private property and promptly escort you
out. Can anyone explain this? Are there some places in MA exempt from the "fishermen's access law" or is it a case of landowners trying to bluff you out of the area?
