At the risk of being acused of being a shill for LL Bean, they make a "shorty" rain jacket that is cut to fit over your waders. This outfit has kept me dry and allows free movement. I wear that with their green streamlight waders (price has gone down on
those since I bought them, I believe) and aqua stealth boots -- this outfit has served me well all over New England.
