Dave,

you are right re: jetties. if it impedes your path along the shoreline, you can walk over it

(as opposed to wading around etc.). The "walker's welcome" signs are probably posted to prevent

the public from gaining public or prescriptive easements--if the property owner gives explicit

permission, he or she maintians his/her private property rights against the

public in the future, so they don't lose their right to exclude the public

if they so choose. NO matter what, you still have the right to fish fom the shore

below the dry sand area...

Man, things must be pretty bad in your neck of the woods. I grew up fishing off of jetties

and piers down around Chatham and Harwich when I was a little kid, and I don't

ever remeber even seeing a private jettie, let alone get kicked off of property

for fishing...
