To bait up a small crab, break off the two big claws, then pierce the edge of the shell so that you'd pull him through the water sideways when reeling him in. That's how we used to do it for Tautog and they sure loved it.

Or even better try a Del's Merkin or Rattle Crab (I still haven't managed to tie and effective RC).
