This is for Chris or anyone else who is wondering. The southern tip of Plum Island
is Sandy Point State Park and there are no fees or restrictions there. Just tell
the gatekeeper that you are going to Sandy Point. There is a nominal fee for walk-on
access to the refuge beaches and for 4WD access you'll have to pay a steeper
fee for a permit (there are also other restrictions for 4WD access).

By the way, if you're a early morning type, you'll rarely find anyone manning the
gate to the refuge. But, watch out where you fish, because they do patrol the beaches.
