I think the theory goes that the more stripers in the 26-36" range the less likely they are to get to 40". I agree with you though that allowing for 2 fish a day is not the way to go. Darwin has been proven right with regards to many of his theories of

u talk to the real,real old timers--i.e., 50-60 years ago there was a good supply of holdovers year round and breeding stripers as well) can be positive. It should force some of the holdovers to breed locally because they are already here during breeding
season. This is just plain stupid, we have a diminishing food supply already for the stripers, that should do well enough at killing of many young ones.
