Consensus around the SWS office today is the bait I was seeing yesterday was most likely juvenile american eels (elvers) which spend their young lives in estuarine environments until they head out to sea and eventually end up in the Sargasso Sea where they spawn. Sand eels are believed to migrate south (but then so are stripers?)
